Heritage Incentives Scheme (HIS)

Since 1988, City of Adelaide has provided the most substantial local government heritage grant scheme in Australia, reimbursing owners with part funding for documentation and conservation work of heritage and unlisted historic character places which meet specific criteria. The scheme is widely regarded and has attracted attention from overseas. Since its inception, Council has provided over $20m in grants to property owners.

This consistent commitment to the conservation of heritage and unlisted historic character properties demonstrates the importance Council places on maintaining Adelaide's substantial heritage character and this enormous injection of funding has had a dramatic impact on the character of the city.

Photography Exhibition: ‘Bringing Adelaide’s History to Colour’

2018 marks 30 successful years of the Heritage Incentives Scheme and the City of Adelaide’s commitment to protect, preserve and promote our built heritage.

In celebration of this achievement, the story of Adelaide’s built heritage will be told through a selection of digitally colourised black and white photographs on display in Rundle Mall from Friday 23 March - Sunday 8 April 2018.

Capturing moments in Adelaide’s history over the last two centuries, the photographs have been reimagined in vibrant colour, offering a new and exciting way to view our past.

Funded under Council’s Heritage Incentives Scheme, the project restored the building’s original façade, including its grand balconies and intricate timberwork, which had deteriorated over the years. A step-by-step guide

Step 1

Owner reads the Operating Guidelines for the Heritage Incentives Scheme (HIS) to determine if eligible for funding.





Step 2

Owner contacts the Heritage Unit to discuss their eligibility further and to arrange an initial on-site meeting to discuss the scope of the proposed conservation works.



Step 3

Owner obtains quotes based on the advice given at the time of the site visit.



Step 4

Owner completes the HIS application form and submits together with all supporting documentation/ quotes in person to ACC Customer Centre or via:

Step 4(a)

Owner submits a Development Application form with supporting documentation.

To find out what information needs to be submitted as well as how to lodge a Development Application, visit the DA Web Page.

Note: Step 4a is not required if applying for funding under the Professional Advice and Documentation HIS category only.












Step 5

Applications and supporting documentation are assessed by Council based on the condition of the building and the merit of the proposed works.

Applications are assessed on their merits and there is no guarantee of funding. Funding is also limited.

Step 6

Once both HIS and DA approvals have been obtained an allocation is made. Owners are notified in writing. A ‘HIS Project Sign’ is included for owners to display during the works.

Note: Funds will be allocated for a period of 12 months. If the allocation expires the applicant will need to reapply.





Step 7

Approved works can begin. Owners must notify the Heritage Unit when works commence and at key milestones if required as part of the HIS approval.

Note: Works must comply with the conditions of the HIS approval and Development Assessment approval.





Step 8

Upon completion of work, notify the Heritage Unit to arrange a final site inspection, to ensure the completed project meets the conditions of the approved HIS application.




Step 9

Pay for work and present proof of payment to Council as soon as possible.



Step 10

Council will reimburse by cheque the allocation in accordance with the HIS Operating Guidelines.
