South Terrace and Hutt Road/Street - Stormwater and intersection improvements
Project status
Surface improvement works at South Terrace & Hutt Road.
Finishing works will take place at the South Terrace and Hutt Road intersection in January & early February 2026.
These scheduled works will improve ride quality, drainage and surface performance.
Temporary lane closures, detours and night works will be in place.
Why are we doing this?
This project is being undertaken to reduce the risk of stormwater flooding and improve intersection safety.
What are we doing?
Key elements of the work already completed include:
- Upgrading the footpath, kerb and verge around the North-East corner of the junction of South Terrace and Hutt Street/Road. The kerb line in this area was repositioned and raised to aid in reducing the risk of flooding to adjacent properties from floodwaters on the road.
- Lowering and re-shaping the road profile in the area to reduce the risk of floodwater pooling at the intersection and encourage stormwater flow towards Witta Wirra (Park 18).
- Installation of new stormwater infrastructure, including a new stormwater culvert under Hutt Road to carry stormwater drainage. The new culvert is lower in profile than the existing stormwater pipe, allowing the road profile to be lowered in this location.
- Minor updates to the south-east corner of the intersection.
- Installing new traffic signals and line marking

- Surface improvement finishing works around the southeastern area of the intersection.
When are we doing it?
Significant works have already been completed. Surface improvement finishing works are scheduled for mid to late January and early February 2026. The timing of the work is dependent upon several factors, including prevailing weather and site conditions.

Following the earlier stage of upgrade works, we received feedback from road users about the ride quality at the intersection. As part of the City of Adelaide’s ongoing approach to managing our roads, we are carrying out additional pavement improvement works around the south eastern area of the intersection to ensure the surface performs well and provides a smoother experience for all users.
The initial upgrade works were delivered as planned. The current activities form part of the final finishing phase, which is common for large infrastructure projects. This stage allows us to respond to community feedback and further improve surface quality and drainage performance.
The works will include pavement smoothing, asphalt resurfacing and surface finishing. These activities will improve ride quality, drainage, and long-term pavement performance at the intersection.
Some finishing works are best undertaken after traffic has used the new surface for a period of time. This allows the City to assess real-world performance, including feedback from road users, and then implement targeted improvements where beneficial.
Works are scheduled for mid to late January and early February 2026. Exact dates will be confirmed closer to the time, depending on operational requirements and weather conditions.
The works planned for January and early February will not involve any reconfiguration of existing parking arrangements. From time to time during the works, access to some on-street car park bays on South Terrace, just east of the Hutt road intersection, may be temporarily impacted to facilitate the works.
There will be temporary lane closures, reduced speed limits and short-term detours while works are underway. Some activities will occur at night to minimise daytime impacts.
Yes. Access will be maintained wherever possible, with traffic controllers and signage in place. Pedestrian and cyclist detours will be provided around the work zone.
Yes, there will be some works undertaken at night to reduce overall impact to the public. Primarily, night works will be undertaken for asphalt road pavement works. The nightworks are planned because lane closures will be necessary which will impact traffic. Undertaking this work at night will minimise the overall disruption to the public.

The removal of the dedicated left-turn lane was undertaken as part of safety improvements under the Australian Government's Black Spot Program, which focuses on reducing crashes and improving road conditions at high-risk intersections.
Assessments of this intersection identified risks related to right-turn movements, pedestrian safety, and traffic flow. To address these, the upgrades included new traffic signals with turn arrows, optimised signal phasing, and a dedicated bike lane.
Removing the left-turn lane helped minimise conflict points, particularly between turning vehicles and pedestrians, while also improving safety for cyclists. These changes were designed to create a safer and more efficient intersection for all road users.
