South Terrace and Hutt Road/Street - Stormwater and intersection improvements

A contractor has been appointed, and construction is expected to commence in February 2025.
Why are we doing this?
This project is being undertaken to reduce the risk of stormwater flooding and improve intersection safety.
What are we doing?
Key elements of the work include:
- Upgrading the footpath, kerb and verge around the North-East corner of the junction of South Terrace and Hutt Street/Road. The kerb line in this area will be repositioned and raised to aid in reducing the risk of flooding to adjacent properties from floodwaters on the road.
- Lowering and re-shaping the road profile in the area to reduce the risk of floodwater pooling at the intersection and encourage stormwater flow towards Witta Wirra (Park 18).
- Installing new stormwater infrastructure, including a new stormwater culvert under Hutt Road and a section of South Terrace, east of the Hutt Road/Street junction, to carry stormwater drainage. The new culvert is lower in profile than the existing stormwater pipe, allowing the road profile to be lowered in this location.
- Minor updates to the south-east corner of the intersection.
- Installing new traffic signals and line marking
When are we doing it?
Works are expected to commence on site in February 2025 and continue until June 2025. The timing of the work is dependent upon several factors, including prevailing weather conditions, contractor and material procurement. A work site compound will be established on the northwest corner of Tuthangga / Carriageway Park (Park 17).
Works are planned to be undertaken in stages:
- Works at the north-east and south-east quadrants of the intersection
- Installation of the new culvert across the intersection
- Road re-profiling and signal upgrades.
Frequently asked questions
There will be some permanent reconfiguration to parking on South Terrace including:
- Relocation of a commercial loading zone from outside 321 South Terrace to a location approximately 50m east (outside 332 South Terrace).
- Three 2-hour carparks adjacent to 327 South Terrace will be removed to facilitate the works and will be off-set by the provision of 3 new carparks on the southern side of the road.
- A 2-hour carpark adjacent to 332 South Terrace will be converted to a commercial loading zone (relocation of the loading zone mentioned above).
Yes, there will be some works undertaken at night to reduce overall impact to the public. Primarily, night works will be undertaken to install the new culvert under Hutt Road and South Terrace. Night works may also be required for road pavement works. The nightworks are planned because lane closures will be necessary which will impact traffic. Undertaking this work at night will minimise the overall disruption to the public.
Yes. To install the new culvert under South Terrace, a temporary closure of the entry/exit to the section of South Terrace east of the Hutt Road/Street intersection, will be required. During this time, diversions will be in place and signposted. Additionally, vehicle access through Hutt Road / Street will be restricted to fewer lanes from time to time, and appropriate detours or temporary lanes will be provided during the short durations necessary to complete the works.
A number of changes are planned, including the provision of mast-arm mounted signal lanterns to improve visibility and driver compliance and the introduction of new right turn controls to improve safety for all road users. In addition, some minor improvements to bike lanes will also be implemented. This element of the works is generously supported by the Government of South Australia via its Black Spot funding program.
The appointed contractor will ensure impacts on businesses, pedestrians and cyclists are minimised during construction. We will work with the owners/tenants of any affected property to coordinate works at pathway crossovers and driveway entrances to minimise disruption while work occurs in that zone.
During the works, there will be a period of time when the bus stop will need to be temporarily shut. Advisory signage will be placed on site. The contractor will work with the Department for Infrastructure and Planning in relation to this. Once the works around the bus stop area are completed, the bus stop will be reinstated.

The removal of the dedicated left-turn lane is part of safety improvements under the Australian Government's Black Spot Program, which focuses on reducing crashes and improving road conditions at high-risk intersections.
Assessments of this intersection identified risks related to right-turn movements, pedestrian safety, and traffic flow. To address these, the upgrades include new traffic signals with turn arrows, optimised signal phasing, and a dedicated bike lane.
Removing the left-turn lane helps minimise conflict points, particularly between turning vehicles and pedestrians, while also improving safety for cyclists. These changes are designed to create a safer and more efficient intersection for all road users.
